Three Arrested on Drug Charges Before Norwegian Jewel Charter

None of the passengers boarded the five-night Temptation Cruises charter, which was scheduled to call at Key West and Nassau.

Three passengers, including an Arizona orthopedic surgeon, were arrested on drug-related charges at PortMiami on October 20, 2026, before boarding Norwegian Cruise Line’s Norwegian Jewel. U.S. Customs and Border Protection officers detained them during Operation Temptation and transferred them to the Miami-Dade Sheriff’s Office.

The passengers were booked on a five-night, adults-only sailing organized by Temptation Cruises, which charters entire ships for its voyages. The itinerary included Key West, Florida, and Nassau, Bahamas. None of the three boarded, and authorities have not indicated that they knew one another or that their cases were connected.

Surgeon faces trafficking and possession charges

Miami-Dade court records list three felony drug-related charges against Dr. Jacob Lee Henrichsen, 38, of Central, Arizona, including drug trafficking and possession of controlled substances. He was released on a $10,000 bond, and his attorney entered a not-guilty plea and requested a jury trial.

Henrichsen was detained at Cruise Terminal B after a search of his luggage. According to the Gila Herald, officers allegedly found THC gummies, MDMA-containing gummies, pills and capsules, and chocolate bars containing psilocybin mushrooms.

His attorney argues that the reported weights overstate the drug content because the candies, gummies and chocolate contain substantial amounts of other ingredients, including sugar and water.

Henrichsen works at Mount Graham Regional Medical Center in Safford, Arizona. The hospital said it was “taking the allegations seriously.”

Two other passengers charged over THC products

Kimberly Shannon, 57, of Norton, Ohio, and Lori Watt, 51, of Plainfield, Illinois, were also arrested during the boarding operation. Both allegedly had THC gummies and vaping products in their luggage.

Each woman faces one felony count of possession of controlled substances and was released on a $2,500 bond. All three defendants are presumed innocent unless proven guilty.

Norwegian Cruise Line’s prohibited-items policy bars marijuana and other illegal drugs, including THC products, even when passengers purchased them legally in their home state. Arizona permits recreational cannabis. MDMA and psilocybin are also controlled substances under federal law.

Earlier cases in Florida and Bermuda

In January 2025, a former Florida deputy was arrested while attempting to board Royal Caribbean’s Allure of the Seas at a Florida port, accused of carrying narcotic pills intended for resale onboard.

Separate arrests in Bermuda in July 2025 involved four Carnival Cruise Line passengers accused of drug possession and intent to distribute. The alleged substances in those cases included THC gummies, vaping products and carfentanil.

Norwegian Cruise Line directed questions about the Miami arrests to CBP. Whether the three passengers will face restrictions on future bookings has not been confirmed.
