Carnival Warns Galveston Guests of Terminal 25 Traffic Delays
Passengers using the Express Lot beside Terminal 28 should enter from the west via 33rd Street; the free port shuttle serves Lots A and B, but not that lot.
Carnival Cruise Line has warned guests on three Galveston departures that construction-related lane closures on Harborside Drive could delay their arrival at Cruise Terminal 25. The October 27, 2026, advisory covers Carnival Breeze departures on October 29 and November 2, along with Carnival Jubilee’s October 31 sailing.
Carnival has not changed the scheduled departure times. Guests must still follow their assigned arrival appointments and board before the deadline shown on their boarding passes. The line has previously said it would not provide refunds or compensation to passengers who arrive late because of traffic.
Terminal access and parking routes
The advisory gives different access instructions depending on whether passengers are being dropped off or parking. Cruise Terminal 25 is at 2502 Harborside Drive, along the road affected by the construction.
Drivers dropping off passengers should approach the terminal through 22nd Street and leave through 23rd Street. Vehicles cannot reach Terminal 25 by passing through neighboring Terminal 28.
Guests using the Express Lot beside Terminal 28 should enter from the west via 33rd Street, not from Harborside Drive. Carnival did not recommend a specific route for the SMP Garage across from Terminal 25, although its entrances are generally accessible from 24th or 25th Street.
The Port of Galveston provides a free shuttle between Lots A and B and the embarkation terminal. That service does not extend to the Express Lot or the SMP Garage.
Carnival advised passengers to review traffic conditions on embarkation day and adjust their routes accordingly. Signs and traffic personnel will direct drivers through the affected area.
Affected voyages and earlier disruptions
The first affected Carnival Breeze cruise is a four-night itinerary calling at Cozumel. Its subsequent five-night voyage adds Progreso. Carnival Jubilee will operate an eight-night itinerary visiting Nassau, RelaxAway Half Moon Cay and Celebration Key.
Carnival sent earlier traffic advisories to Breeze and Jubilee guests in May 2026. For Carnival Dream’s September 5 departure, road closures required passengers to embark at Terminal 28 instead of Terminal 25; the three departures covered by the current notice remain assigned to Terminal 25.
Restrictions tied to the road rehabilitation began in fall 2025. The Texas Department of Transportation started substantial work on its mobility and rehabilitation project in May 2026. The roadwork had been scheduled for completion during the summer but has been delayed.
TxDOT now expects to finish in early November. Separately, the port is building an internal road intended to move cruise traffic off Harborside Drive and reduce congestion. That roadway and other port improvements are scheduled to enter service in phases extending into and beyond 2027.
