Carnival Warns Galveston Passengers of CT25 Route Changes

Guests parking at the port are being directed first to their lots with luggage and companions, then by complimentary shuttle to Cruise Terminal 25, except at the Express Lot and SMP Garage.

Carnival Cruise Line has warned passengers on two upcoming Galveston departures that construction on Harborside Drive will affect access to Cruise Terminal 25. The advisory applies to guests boarding Carnival Jubilee on May 16, 2026, and Carnival Breeze on May 18, with lane closures expected near the port’s main cruise-terminal road.

The notice does not change embarkation or sailing times, but it does alter arrival logistics for guests parking at the port, being dropped off, or moving between the neighboring terminal areas. The ships together list more than 9,000 passengers at double occupancy, with Carnival Jubilee at 5,362 and Carnival Breeze at 3,690.

“You will be embarking at Cruise Terminal 25 (CT25), and construction is underway along sections of Harborside Drive,” Carnival told guests. “Consequently, there will be lane closures.”

Carnival urged passengers to check local traffic before traveling to the port and allow for route changes on embarkation day. The line said traffic signs and personnel will direct vehicles through the construction zone, and it directed guests to the Port of Galveston website for additional parking information.

Parking and drop-off routes change at CT25

Guests parking at the port have been told to drive first to their parking location with their luggage and travel companions, rather than stopping at the terminal before parking. Carnival said complimentary shuttles will take those guests to CT25 after they park.

The shuttle arrangement does not apply to passengers parking at the Express Lot or the SMP Garage. The Express Lot is adjacent to Cruise Terminal 28, while the SMP Garage sits across Harborside Drive from CT25.

Carnival also warned that vehicles will not be able to access CT25 from CT28 during the roadway work. Passengers using taxis, rideshare services or private drop-offs should have drivers enter the terminal area via 22nd Street and exit via 23rd Street.

The restriction closes a short link between CT25 and CT28, terminals at 2502 and 2702 Harborside Drive that sit about a quarter-mile apart in Galveston’s four-terminal cruise corridor. CT25 is used primarily by Carnival, while CT28 is used primarily by Disney Cruise Line, with some Princess and occasional other sailings depending on the schedule.

No schedule change for the two sailings

Carnival reminded guests to keep their pre-selected Terminal Arrival Appointment and to be onboard by the final boarding time. The company did not announce any change to the embarkation window or departure time for either ship.

Carnival Jubilee is scheduled to sail a seven-night Western Caribbean itinerary visiting Cozumel, Costa Maya and Mahogany Bay in Roatan, Honduras. Carnival Breeze is scheduled for a five-night Western Caribbean cruise to Progreso and Cozumel.

Carnival Breeze is expected to return to Cruise Terminal 28 at the end of its five-night sailing.

Regional traffic may add pressure

The construction warning coincides with Go Topless Weekend, also known as Jeep Weekend, on the Bolivar Peninsula from May 14-18. Galveston County expects more than 100,000 visitors for that event across the channel from the port, creating another traffic consideration for cruise passengers driving toward Galveston during the same period.

The event continues through Monday, when Carnival Breeze passengers are scheduled to arrive for embarkation at CT25.
