Port of Tokyo Expects Cruise Calls to Exceed 83 in 2026
Celebrity Millennium began regular calls at the port in 2026, and Sapphire Princess is scheduled to follow in 2027. Harumi Cruise Terminal reopened in 2025 after a capacity upgrade.
The Port of Tokyo expects its 2026 cruise traffic to exceed the 83 calls recorded in 2025, with further growth forecast for 2027. Ikuma Okubo, director of cruise ship promotion at the Tokyo Metropolitan Government, said the number of ships returning to the port is increasing.
Celebrity Millennium began making regular calls in 2026. Sapphire Princess is scheduled to join in 2027.
“The growing number indicates that we are steadily building trust with our cruise partners,” Okubo said of repeat calls. He described those relationships as an important contributor to the port’s long-term growth.
Okubo attributed the demand outlook to expanded cruise deployment in Japan, growth in the industry and the introduction of new ships. Nationally, cruise-ship calls increased from 1,888 in 2023 to 2,472 in 2024, while cruise visitor numbers rose from 356,000 to 1.438 million over the same period.
Harumi Cruise Terminal reopened in 2025 after work to increase its capacity to accommodate small- and medium-sized cruise ships. The facility is designed primarily for vessels of approximately 70,000 gross tons or less.
The port is also using digital technology, including artificial intelligence, to monitor passenger movement and improve operational efficiency.
“We actively communicate with cruise companies and seek their feedback for our facility development and operational improvements,” Okubo said.
He said ongoing discussions help the port understand operators’ needs, deployment strategies and priorities. Successful calls also depend on safe, efficient port operations and passengers having a stay in Tokyo that encourages them to return, he added.
Tokyo International Cruise Terminal, which opened in September 2020, currently has a single 430-meter berth. The port is exploring a second berth there that would allow two large ships to use the terminal simultaneously.
