Carnival Sunshine Warns of Norfolk Embarkation Traffic Delays
Guests generally park at Norfolk’s Cedar Grove lot and take a complimentary shuttle to the waterfront; accessible spaces and shuttle service are available.
Carnival Cruise Line has warned guests boarding Carnival Sunshine in Norfolk on Saturday, October 17, 2026, to expect delays from a downtown wine festival and an eastbound Hampton Roads Bridge-Tunnel closure. The ship’s scheduled 4 p.m. departure remains unchanged.
Passengers must meet the final boarding time printed on their boarding passes despite the traffic disruptions. The alert covers embarkation for an eight-night Canada cruise; Carnival has announced no changes to the itinerary.
Eastbound I-64 closure overlaps embarkation
The eastbound lanes of the Hampton Roads Bridge-Tunnel, carrying I-64 traffic from Hampton toward Norfolk, will close for repaving throughout the embarkation weekend. The City of Norfolk lists the closure from 9 p.m. Friday, October 16, through 5 a.m. Monday, October 19.
The crossing is part of the most direct route from Richmond International Airport to the cruise terminal, a drive of roughly 90 minutes in normal traffic. It carries nearly 100,000 vehicles daily. Weekend repaving began October 2 and closes one direction at a time.
Wine festival steps from the terminal
Near the waterfront, the Town Point Virginia Fall Wine Festival will take place October 17–18 at Town Point Park on Waterside Drive, less than a quarter-mile east of the Half Moone cruise terminal. The annual event generally attracts thousands of visitors.
Festival hours are 11 a.m. to 6 p.m. each day, but setup and arriving visitors are expected to add traffic earlier in the morning, overlapping cruise passenger arrivals. Carnival’s guest notification warned of “street closures and heavier than normal traffic in some areas.”
Getting to the ship before the cutoff
Carnival is advising passengers to build additional time into their journeys and monitor local traffic conditions on embarkation day. Signs will direct drivers toward the terminal, and law enforcement officers will guide traffic at some locations.
There is no passenger parking directly at the terminal. Cruise guests generally park at the City of Norfolk’s Cedar Grove lot and take a complimentary shuttle to the waterfront; accessible parking spaces and an accessible shuttle are available.
Carnival’s published policy requires guests to be aboard by the deadline on their boarding passes or lose permission to sail, and the line has previously made clear that traffic delays do not require a ship to wait.
Carnival links its boarding cutoff to the U.S. Department of Homeland Security’s requirement for a final departure manifest containing specified passenger information at least 60 minutes before sailing.
No other cruise ships are scheduled to call at Norfolk that weekend. Carnival Sunshine’s voyage will visit Halifax, Charlottetown and Sydney before returning to Norfolk on Sunday, October 25.
