Priority-Line Fight on Carnival Spirit Leads to Federal Citations
Carnival staff intervened in front of several bystanders, and court summaries said investigators reviewed surveillance footage before citations were issued.
Two Carnival Spirit guests were issued federal simple-assault citations after a March dispute over the priority Guest Services line became physical during a Bahamas cruise returning to Mobile, Alabama. Tonya Nelson and Lisa Horace were summoned for a May 13 appearance in federal court in Mobile, with FBI interview summaries saying the two women did not know each other before the encounter.
The case moved a routine onboard access dispute into federal court because the incident occurred at sea. It also drew attention to a shipboard perk that is tied to Carnival Cruise Line’s VIFP loyalty program but is not always limited to Diamond and Platinum members.
Court summaries describe competing accounts
The confrontation took place at Guest Services on Deck 2 as Horace and her husband were in line to settle their cruise account. Nelson told federal agents she pointed out a sign indicating the line was for Diamond and Platinum guests and said she was trying to help because she had previously been embarrassed after standing in the wrong line on a cruise.
Horace told investigators she initially ignored Nelson, but the exchange escalated after Nelson touched Horace’s husband on the shoulder more than once. The interview summaries do not resolve who initiated physical contact. Horace told agents Nelson first threatened to slap her; the accounts then describe slapping, attempted kicking and Nelson’s statement that Horace jumped on her back.

Priority-line access was not limited to VIFP status
In Carnival’s VIFP Club, Platinum status begins at 75 points and Diamond status begins at 200 points. Priority Guest Services is one of the higher-tier benefits, alongside other priority boarding, reservation and debarkation perks.
That access is not exclusive to loyalty status in every case. Carnival’s Faster to the Fun add-on gives non-suite guests several priority benefits, including a dedicated Guest Services line or phone number, and Carnival says Diamond and Platinum guests do not need to buy the package because those benefits are already included with their status.
The dedicated priority line also is not guaranteed on every sailing. Carnival may discontinue the benefit on cruises with high numbers of Diamond and Platinum guests aboard.
Federal jurisdiction put the case in Mobile
Federal jurisdiction over cruise-ship crimes can depend on the ship’s location, flag, itinerary and the nationality of people involved. Under 18 U.S.C. § 7, U.S. special maritime and territorial jurisdiction can apply to some vessel offenses outside state jurisdiction, including assaults, when the legal conditions are met.
Carnival Cruise Line has not commented publicly on the incident. The company did not respond when asked whether either passenger was banned or otherwise disciplined after the fight.
