Norwegian Dawn Fails CDC Sanitation Check Before Jacksonville Cruises

Norwegian Cruise Line filed a corrective-action report five days after the inspection; Carnival Elation scored ninety-eight and Norwegian Gem ninety-four.

Norwegian Dawn received an unsatisfactory score of 84 in a March 29, 2026, inspection under the Centers for Disease Control and Prevention’s Vessel Sanitation Program, months before the ship joins Jacksonville’s seasonal cruise lineup. Two other Jacksonville-linked ships passed: Carnival Elation scored 98 on May 7, while Norwegian Gem received a 94 on March 23.

In the 2026 inspection data, Dawn was the only vessel among the seven lowest-scoring ships to fall below the program’s passing threshold. Norwegian Cruise Line submitted a corrective-action report to the CDC five days after the inspection, outlining measures taken in response to the findings.

Jacksonville’s three inspected ships

Carnival Elation is based in Jacksonville, while Norwegian Gem completed a seasonal deployment at the port that ran from October 2025 through April 2026. Both received the CDC’s “satisfactory” designation.

Dawn’s 84 was two points below the minimum passing score of 86. Under the VSP scale, vessels scoring 85 or lower are classified as “not satisfactory.”

What the sanitation score covers

The VSP conducts unannounced inspections twice a year aboard ships carrying at least 13 passengers on foreign itineraries that call at U.S. ports. Reinspections can be conducted when needed.

Inspectors evaluate eight operational areas, including food preparation and dining spaces, potable-water systems, pools and whirlpools, medical facilities, children’s activity centers, cabins, ventilation and common areas. The program’s standards draw primarily from the FDA Food Code and the World Health Organization’s Guide to Ship Sanitation.

A score records conditions observed during a particular inspection and does not predict whether a vessel will experience an illness outbreak. Carnival Breeze, for example, scored 100 in January before receiving an 86 during a May 14 inspection.

“It is very important not to confuse the wider availability of cruise health data with a higher incidence rate on cruise ships,” said Gavin Macgregor-Skinner, an infection-prevention expert and epidemiologist affiliated with Penn State College of Medicine.

Public records provide inspection details

CDC records for 2026 included 42 perfect scores of 100. Royal Caribbean’s Icon of the Seas, Carnival Celebration, Disney Dream and Norwegian Viva were among the vessels receiving full marks.

The CDC publishes individual inspection reports detailing violations and recommended corrective steps, allowing passengers and travel advisers to review a ship’s sanitation history before booking.

JAXPORT lists Norwegian Dawn for a Jacksonville homeport season running from November 2026 through March 2027.
