Royal Caribbean Tests Digital Lottery Scratchers on Utopia
On Utopia of the Seas, wins under two thousand dollars post to a guest’s Royal Caribbean account; larger prizes require a Casino Royale visit and tax paperwork.
Royal Caribbean is testing paid digital lottery scratchers in its onboard app on the Oasis-class Utopia of the Seas. Guests already use the app for check-in, safety briefings, reservations and daily scheduling. The product offers scratch-off-style tickets priced from $2 to $20, with a top jackpot of $100,000.
Carnival Cruise Line entered the same app-based lottery space in February with Carnival Millions, a digital game that links participating ships for daily drawings with a possible $1 million prize.
How the onboard lottery works
Guests on Utopia of the Seas can buy digital versions of scratch-off lottery tickets that Royal Caribbean has long sold inside its shipboard casinos. Prizes under $2,000 are posted automatically to the guest’s Royal Caribbean account; larger wins require the player to visit Casino Royale and complete tax paperwork before collection.
Carnival Millions is sold through the Carnival HUB app to eligible guests while onboard and connected to the ship’s Wi-Fi. The game also awards secondary prizes such as onboard credits and sends app notifications to winners.
Casino standards and connectivity limits
Cruise casinos generally open once ships reach international waters. Under Cruise Lines International Association member policy, onboard gaming operations are expected to follow recognized casino standards modeled on Nevada, New Jersey or England, with house rules, posted betting limits, adult-only play, internal controls and audits at intervals of no more than 12 months.
CLIA is not a government gaming regulator, and cruise gaming also operates within flag-state rules and each cruise line’s own policies. Because New Jersey and England allow online casino gaming, a CLIA member line could theoretically offer broader mobile casino products at sea.
BetMGM tested that model with Carnival in 2022, bringing mobile sports betting and online casino products to Carnival’s fleet of more than 50 ships. The program was later terminated after satellite-internet lag created problems for sports betting, where live odds and real-time data are central, and after online casino play drew limited interest from passengers who preferred the physical casino.
Royal Caribbean was an early cruise partner for Starlink, and Carnival and MSC have also installed the satellite service across parts of their fleets. Even so, ship Wi-Fi remains a shared backhaul system, and individual performance depends on onboard demand, network configuration and route approvals.
Additional Royal Caribbean ships are expected to receive the mobile lottery product in the coming months. The line has not named the next vessels or provided a fleetwide launch schedule.
